Prabhupāda: The meaning of this mantra is apavitraḥ pavitro vā. Apavitraḥ means unclean and pavitra means clean. So anyone who may be unclean or clean, it doesn’t matter. Apavitraḥ pavitro vā sarvāvasthāṁ gato ‘pi vā. Sarva means all. Avastha means condition.
